Loughman delivered a crucial railway infrastructure project for Transport for London (TfL) / London Underground Limited (LUL) at North Harrow, creating a permanent, secure access route to the Sub-Surface Equipment Room (SER) from a residential road. This project was vital for establishing safe and efficient future access for LUL operations.

Our comprehensive scope involved the construction of a new concrete walkway and steps within the LUL site, ensuring safe pedestrian access to the SER building, complete with handrails and ground stability retaining structures. A key element was the installation of new security fencing and gates at the front of the site, seamlessly tying into existing perimeters, alongside the construction of a hard surface walkway leading to the site boundary. We also clearly demarcated an existing right of way with yellow hatching and installed new timber fencing to enhance the site’s sympathetic frontage. Loughman meticulously developed and managed a Construction Phase and Environmental Plan, including robust RAMS, to ensure health, safety, and environmental compliance throughout the project. Works were phased from East to West, with careful excavation using safe digging practices, precise material compaction, and meticulous quality checks, including pre-concreting inspections for reinforcement and finish. Despite a slight delay due to additional client scope, the project was completed to a high standard, with careful site demobilisation and a thorough handover, demonstrating Loughman’s expertise in delivering essential, secure railway access infrastructure.
