The project involved the complete reconstruction of the public realm surrounding the Grade I listed Westgate Towers, creating a high-quality civic space that enhances the historic setting while significantly improving accessibility, pedestrian movement and the overall visitor experience.

The works comprised the installation of high-specification natural stone paving and granite sett carriageways, constructed to exacting tolerances and demanding quality standards to deliver a premium public realm finish befitting the historic setting. The project also included extensive highway reconstruction, utility diversions, drainage infrastructure, soft landscaping and tree pits, street lighting, traffic signals, highway signage, cycle parking and associated civil engineering works.

Constructing within the heart of Canterbury’s busy city centre presented significant engineering, logistical and heritage challenges. Working immediately adjacent to the Grade I listed Westgate Towers required carefully planned construction methodologies and close coordination with Canterbury Archaeological Trust, who maintained an archaeological watching brief throughout the excavation works to protect the city’s rich archaeological heritage.

A key objective of the project was maintaining the operation of the surrounding highway network and city centre throughout the programme. Delivered under a Section 278 Agreement, Loughman successfully completed the works whilst keeping roads open to traffic for the vast majority of the programme, with only a short planned road closure required to facilitate the final carriageway resurfacing. Safe pedestrian access to businesses, residents and visitors was maintained at all times, while existing utility services remained operational throughout the complex diversion works.

The project required close collaboration between Canterbury City Council and Kent County Council throughout the design development and construction phases. Loughman managed the interface between all parties, coordinating technical approvals, permits, inspections and stakeholder engagement to ensure the works were delivered safely, efficiently and in full accordance with highway authority requirements.
